A 38-year-old Muskogee, Oklahoma man admitted in federal court on July 9, 2026, that he failed to register as a sex offender, according to the U.S. Department of Justice. Steven Ray Quigley, who also goes by Steven Woods, entered the guilty plea on a single federal charge carrying a maximum prison term of 10 years.
The registration requirement stemmed from a conviction entered on October 11, 2012, in Mayes County, Oklahoma. That state conviction obligated Quigley to maintain an active sex offender registration.
The Justice Department said Quigley went without registering or updating any registration from May 2022 through May 22, 2026. The indictment alleged he neither registered nor kept his registration current during that roughly four-year span. The case was brought by the U.S. Attorney's office serving the Eastern District of Oklahoma.
