The Financial Times reported that Canada, Japan, and European Union members are among the countries named. The scheme, which the White House called a "transshipment scam," involves roughly $60 billion in trade.
According to the Financial Times and BBC News, Chinese goods were allegedly moved through third countries to avoid the higher US tariff rates applied to Chinese imports. The BBC said a new US government report detailed the allegations.
