Senators Mark Warner and Ted Cruz filed bipartisan legislation on September 24, 2026, aimed at strengthening cybersecurity across U.S. telecommunications networks, citing a wave of Chinese hacking that penetrated nearly every major carrier in the country.
The bill, called the Telecommunications Cybersecurity and Resilience Act, would create a government-industry working group charged with drafting voluntary best practices for the sector, according to CyberScoop.
Warner is a Democrat from Virginia who serves as vice chairman of the Senate Intelligence Committee. Cruz, a Republican from Texas, chairs the Senate Commerce Committee. The Record reported that both senators pointed to the Salt Typhoon attacks as the direct reason the legislation was necessary.
Those attacks involved Chinese hackers breaking into telecom networks across the United States. The Record said nearly all major U.S. telecommunications companies were compromised in the intrusions.
