The President signed an order on August 26, 2026, declaring a national emergency directed at securing the U.S. bulk-power system, the White House said.

The order draws on three statutory authorities. The White House cited the International Emergency Economic Powers Act, codified at 50 U.S.C. 1701 et seq., alongside the National Emergencies Act, found at 50 U.S.C. 1601 et seq. Section 301 of title 3 of the United States Code is also invoked, as is authority vested by the Constitution itself.
