A California couple was arrested on child abuse charges on October 6, 2026, after the Los Angeles County Sheriff's Department investigated a surrogacy scheme tied to at least 21 children.

The two people taken into custody are Silvia Zhang and her husband, Guojun Xuan. The Sheriff's Department said the couple is expected to face a charge of conspiracy to commit child abuse, among other counts.

Authorities removed 15 children from the couple's home, according to The Guardian. Those children ranged in age from two months to 13 years old.

ABC News and The Guardian both reported the arrests in connection with the surrogacy probe. The total number of children linked to the scheme stands at a minimum of 21, the two outlets said.
