King Charles presided over the transition of power. Burnham met with the king as part of the formal appointment process and planned to address the country afterward, the Financial Times said.
Both Burnham and Starmer are members of the Labour Party, a center-left political party. Burnham previously served as Mayor of Manchester, and NPR said his political views were formed in response to the class divisions between England's north and south.
